I'm trying to figure out cards to use in a strong blue/black deck to be made competitive. Not even sure of the playstyle to use. From the cards I'm seeing in my own possession it'd probably end up being some kind of control-something deck. Any help would be greatly appreciated.

Competitive in what format?

I will be the best or I will die trying to be the best; there is no middle ground for me. I will play against those with experience, abilities, and resources far superior to my own and though I may lose, I will learn. Every victory is a lesson, and every lesson pulls me a few strides closer to true understanding. I am unrelenting and far more persistent than most can bear. You may love me or hate me, but you will remember me when I have achieved success. - Kyle Layne Turner

Competitive in standard format. Current tournaments.
I'm actually trying to choose between blue/black and red/black...can't decide. Either way, I want to build a good, competitive deck.

Well standard blue/black looks like it'll put you in mill/control. You'll be hard pressed to find people who think of anything but Tier 1 decks in standard but if you wanted to build something of your own design you might consider perusing the gatherer for blue and/or black cards that will remain standard past October 2nd.
My personal recommendations include:
Twincast
Mind Funeral
Spell Pierce
Countersquall
Archive Trap
Traumatize
Haunting Echoes
Hedron Crab
The list goes on forever... If you are truly interested in potential milldeck banter we can continue the discussion but I think I've guided you in the right direction.
You may want to consider splashing another color because some green and white cards in this set could be very helpful to your conquest.
At the moment I'm drawing up top secret plans for a 5 color mill and I think it will prove effective, or at least be hilarious in casual.

If you want Competitive for Blue/Black I suggest checking out the Faeries thread in the Standard forum. Note that most of those cards rotate out in a week and then its a whole new ballgame and we don't really know what will be competitive then because no one has actually played a tournament of that format. The guy above me has some suggestions for it though.
